Get AI-powered advice on this job and more exclusive features. The Human Rights Office is seeking a Human Rights Investigator II to support the enforcement of Alexandria’s Human Rights Code. This position conducts investigations into allegations of discrimination on the basis of race, color, sex, religion, national origin, ancestry, marital status, age, disability, sexual orientation, gender identity, transgender status, or familial status, as prohibited by federal, state, and local anti-discrimination laws, in the areas of employment, housing, public accommodations, education, health and social services, and City contracts. This position independently manages a caseload of complaints, interacting with complainants, respondents, witnesses, and City leadership and participates in public-facing outreach and education. The Opportunity Conducts intake interviews; Drafts correspondence; Conducts investigations; Interviews witnesses; Reviews and analyzes evidence; Prepares complex written reports and legal determinations; Interprets and applies the Alexandria Human Rights Code; EEOC decisions and regulations; Title VII of the Civil Rights Act, the ADA, and ADEA, as amended, and Court decisions relating to discrimination; Conducts legal research; Mediates and negotiates disputes with complainants and respondents to obtain settlements; Conducts community education, training and outreach; Participates in state and national human rights programs and organizations; Serves as the department’s designee or coordinator for specific initiatives; Conducts administrative inquiries, independent investigations, and special assignments at the request of the Director or City Manager's Office; and Provides information to public and private employees and employers regarding work-related conflicts, and rights and responsibilities in the workplace. Advises other City Departments regarding human rights issues; Supervises interns and provides oversight of Human Rights Investigator I's; Acts in place of Director as assigned. Other duties as assigned. About the Department The Alexandria Office of Human Rights was established to combat discrimination, increase equal opportunity and protect human rights for persons who live, work, or visit in Alexandria. The Office enforces the Alexandria Human Rights Code, passed in 1975 as one of the first local human rights laws in Virginia, by receiving and investigating complaints of discrimination under the Code and applicable federal and state laws. As a Fair Employment Practices Agency (FEPA) under contract with the U.S. Equal Employment Opportunity Commission (EEOC), the Office also receives and investigates complaints of employment discrimination filed under federal antidiscrimination laws, including Title VII of the Civil Rights Act of 1964, as amended, the Americans with Disabilities Act Amendments Act, and the Age Discrimination in Employment Act. The Office also houses the ADA Program Manager. Preferred Qualifications Bilingual, Master's in Public Administration, Master’s in Conflict Resolution, JD Degree from an accredited college or university; considerable knowledge of the techniques and procedures of investigatory work and federal, state and local laws and ordinances applicable to human rights protection; ability to perform investigations and negotiations with tact, empathy, resourcefulness and good judgment; ability to maintain accurate and complete records and reports; ability to establish and maintain effective working relationships with employees, complainants, respondents, attorneys, and the general public; ability to communicate effectively both orally and in writing; and successful completion of course work or training in the areas of government, law, public administration, conflict analysis, alternative dispute resolution, or other related field.
